At a community meeting held on Saturday morning, the State Emergency Service and Wangaratta council advised residents that it was safe to return to their homes and businesses surrounding Parfitt Road, nearby a levee on the Ovens River that was at risk of breaching.

SES deputy incident controller David Rush said a water leak that appeared late on Friday was fixed overnight.

"A pipe was put where the sink hole was, which had appeared on the dry side of the levee, then geotextile fabric was laid down and I believe about 500 sand bags to stabilise that side of the wall," Mr Rush said.

He said the situation in Wangaratta was now safe, Parfitt Road had been reopened and the Ovens River was dropping, albeit slowly.

"The river is dropping very slowly; we're going to be here for the long haul.

"We're forecasting it to continue to drop but we have rain forecast for Sunday and Monday," he said.

The Ovens River last flooded Wangaratta in 1993, when it peaked at 12.98 metres and caused $350 million in damage to the region .

Overnight on Wednesday, the river peaked at 12.78 metres. An SES spokesman said it is now sitting at 12.5 metres and was falling.

Mr Rush said while the area was prone to flooding, a levee fault was unusual. The levee is currently holding back two metres of water and is also used as a bike path.

Bureau of Meteorology senior forecaster Rod Dickson said showers were forecast for Sunday night and Monday.

"But we're not expecting huge rain totals; some areas might see 20-to-30 millimetres over three days.

"We'll see northerly winds increase ahead of a fairly strong frontal system which will move across the state," Mr Dickson said.

He said wind gusts of between 100 and 120 km/h will begin in the central to south west region of the state from about 7am on Sunday, and would gradually build before a frontal system moves through about 6pm that evening.

Strong warnings have been issued for Western Port, Gippsland Lakes and central Gippsland Coast, and gale warnings for Port Phillip, west coast, central coast and east Gippsland coast.

Victoria State Emergency Service received more than 150 calls for assistance between midnight on Thursday and Friday afternoon, including a callout for two kayakers rescued in Warrandyte.

VICSES state response controller Trevor White has reminded Victorians to be careful, to monitor local conditions and look out for each other, especially at the community events taking place over the weekend.

"With recent significant rainfall, the state is saturated and we are likely to continue to experience flooding in the coming weeks," he said.

"This flooding is going to be around for a while as the water continues to travel through our river systems."

Mr White said extensive rainfall had caused damage to Victoria's road networks and VicRoads maintenance crews are working hard to repair damaged roads across the state.

"It is extremely important that people take care when travelling on the roads and keep up to date with the latest road closures by visiting the VicRoads website," he said.

"Remember to never drive, walk, swim or play in floodwater."

Travellers are advised that while sections of the Great Ocean Road are closed, the coastal towns remain open for business and are accessible via alternative routes.

Emergency relief assistance is available to support people who are suffering personal hardship, as well as funding for local councils to help with the cost of cleaning up and restoring damaged essential public assets.
