Bacchus Marsh Highway Patrol Leading Senior Constable John Volf said the man did not have any obvious injuries, but was taken to hospital with a sore shoulder and for observation.
He said police believed the man was crossing the road around 9pm when he dropped something, turned back and bent down to pick it up.
It appears the driver of the vehicle did not see the man and he was struck.
Investigations are ongoing but at this stage the driver does not appear to have been at fault, police say.
Pedestrians are urged to be cautious in the dark.
An Ambulance Victoria spokesman confirmed paramedics attend the scene at 9.20pm. The patient was in a stable condition.
