The 2015-16 annual report for State Parliament's Legislative Assembly reveals Mr Languiller travelled overseas at taxpayers' expense six times during the year.

That included an eight-day trip to Cuba in May and June this year, during which he said he met with officials from the Cuban parliament and the minister for mining, costing taxpayers $15,172.

That came a week after Mr Languiller returned from a 15-day trip to Japan and Korea. His report to parliament states the purpose was to lead a parliamentary delegation with his upper house counterpart, Legislative Council president Bruce Atkinson to Victoria's sister states of Aichi and Busan, costing $9469.

This, however, appeared to be at odds with with the annual report to parliament from the legislative council, detailing Mr Atkinson's travel. That report notes Mr Languiller had attended "for the Japan visit only". The trip was Mr Atkinson's only travel for the year.

It is believed Mr Languiller had originally intended to continue from Japan to Korea, but left the trip early for a personal reason. But the report does show he pulled out of a planned trip to Canada for health reasons, costing $3642 to alter his flights.

In a statement released on Wednesday night, Mr Languiller said as the only Spanish-speaking member of Parliament he had an opportunity as Speaker to "facilitate contacts with countries of Latin America, which are a priority for Victoria in promoting education, mining, agriculture and tourism services".

The statement confirmed he had visited Japan, but did not address questions from Fairfax Media about whether he had also visited Korea, as his report suggested.

"Latin American interest is growing in Victoria, through events such as the international mining conference held in Melbourne, and we need to ensure that we use every avenue to foster the relations that will drive our future development," the statement said.

Mr Languiller also spent two weeks between September 18 and October 2, meeting with the Vice President of Uruguay and the President of the Legislature of Neuquen in Argentina, costing $12,676.

Then early in the new year there was a quick four-day trip to Sri Lanka to visit the Sri Lankan parliament at a cost of $4499, before a second trip to Mr Languiller's country of birth Uruguay (coupled with a visit to Argentina), costing a relatively modest $4755.

The travel bill for the year of $50,213 was well above spending by previous speakers.

Mr Languiller's predecessor, Christine Fyffe, who only served as speaker for a relatively short period, undertook only one trip during the 2014-15 financial year, travelling to Samoa for a conference. The previous year, her predecessor Ken Smith spent $29,133 travelling on three trips to Canada and the US, China, and Greece.

The legislative assembly annual report also revealed that lower house Victorian MPs spent $3.4 million on travel in 2015-16, up from about $3.2 million the previous year.
