More than 90 per cent of the month’s average rainfall fell in just 12 hours as Ballarat was lashed with rain on Sunday.
The SES received more than 34 call outs for assistance between 5pm on Sunday and 8am Monday.
All the calls were for minor flooding. The affected areas were widespread and included Alfredton, Ballarat central, Ballarat East, Ballarat North, Bakery Hill, Golden Point, Wendouree and Sebastopol.
Bureau of Meterology duty forecaster Richard Carlyon said 36.44 millimetres fells during 12 hours, with 17 mm of that total falling between 7.30pm and 8.30pm on Sunday night.
“Sunday was the wettest February day for two years. The month usually averages 44 mm – so around 90 per cent of that fell in 12 hours,” Mr Carlyon said.
“It looks like the heaviest rain has moved north of the state. (Ballarat) can expect some light rain – there could be between 1-4mm (this morning).”
SES spokeswoman Jacqe Quaine said crews had been called to many “water through the ceiling” jobs. She said this was caused by poor roofing or full gutters.
“We are expecting more rain throughout the day and we are warning any residents with flood-prone garages to rase their belongings,” Ms Quaine said.
UPDATE: SES and CFA crews have been called to multiple callouts for help after a downpour dumped more than 30mm of rain on Ballarat late Sunday.
Most of the callouts were for building damage sustained by flooding within houses as guttering and downpipes failed to handle the deluge.
At 9pm emergency services were still dealing with five cases of building damage in and around Ballarat and another seven cases of reported flooding. A further two cases of building damage were reported in Creswick
The heaviest falls came just after 7.30pm with areas from MIners Fest to Canadian, Newington, Ballarat East and Soldiers Hill all recording incidents.
Large amounts of water were still sitting on roads and police have cautioned motorists to drive to the conditions and not to drive through flood waters.

Flash flooding kept Ballarat’s State Emergency Service volunteers busy on Sunday afternoon with numerous calls for help.
SES media spokesperson Jacque Quaine said the Ballarat unit had responded to seven requests in the region from after 4.30pm until about 6.30pm.
Five requests were for building damage. Ms Quaine said this mainly concerned minor roof damage resulting in water leaking into the house.
Two other requests were for backyard flooding with residents fearful of water coming into the house. However both properties were not damaged.
Areas affected included Alfredton, Mount Helen, Sebastopol, Golden Point and Buninyong.
Ms Quaine said the one unit had dealt with all seven requests “pretty quickly”. She said all the incidences had been weather-related.
