Foley has held the role of club treasurer continuously since 1982.
BDTC chief executive Paul Rowse paid tribute to Foley, who he said wants to spend more time with his family and pursue other things.
“Dennis has been an integral part of the success of the Ballarat Cup for a long period of time,” Rowse said.
“His business acumen and huge network of contacts accrued over 35 years with the club will be a big void to fill in the future. He should be immensely proud of the condition he’s leaving the club in.
“Dennis has been a great role model in my professional and personal life. His attention to detail is second to none.”
Harness Racing Victoria chief executive David Martin also praised Foley’s commitment to the club and industry more broadly.
“It takes passionate and devoted people to drive the country clubs and Dennis ticks both of those boxes,” Martin said.
