Ms Garrett, who was forced out of Premier Daniel Andrews' cabinet last year, has re-entered the spotlight this week with high-profile interviews and has now secured a fortnightly, one-hour-long spot on Jon Faine's morning radio program on ABC Melbourne.

Her public re-entry into politics has raised eyebrows among some in caucus about her intentions - on Monday she did not answer questions about a potential future tilt at the leadership.

Ms Garrett was forced from cabinet last year over a standoff with Mr Andrews over a pay deal for union firefighters.

In a horror year for the Brunswick MP, she was also diagnosed with breast cancer.

Ms Garrett has now been given the all-clear by her doctor to return to work and was in Parliament at the start of the month.

On Friday Ms Garrett said that revelations, uncovered by The Age, that former speaker Telmo Languiller and his deputy Don Nardella had claimed $200,000 in residency allowances to live on the Bellarine Peninsula rather than their western suburbs electorates had been "incredibly devastating" for MPs.

"The worst part about it is, is that it's shaking the faith in democracy in Spring Street for Victorians, and that is the greatest regret of all," Ms Garrett said on ABC.

"We are deeply disappointed that this behaviour has been engaged in. It is inexcusable, a betrayal of the Victorian people."

It's not just Ms Garrett who is concerned at the harm the ongoing entitlements affair is causing, with multiple MPs telling The Age that there is "white-hot" anger in the parliamentary party.

Many are despondent that there appears to be no plan from the Premier to deal with the issue, and if there is a plan, caucus is being kept in the dark about it.

MPs, including some ministers, want Mr Languiller and Mr Nardella forced from parliament.

And others are becomingly increasingly agitated and nervous about how the government, which has a large and positive agenda to sell, is faring.

Ms Garret said the Premier had come out "strongly" against the MPs' rogue behaviour.

It has been a tough week for the Premier, with the entitlements scandal dominating parliament before one of his upper house MPs, Steve Herbert, announced his shock retirement.

Ms Garrett has endorsed her former senior adviser Mark Gepp to replace him.

But in a blow to her hopes, the political advocacy group for Labor women, Emily's List, have demanded that the position go to a woman.

Emily's List chief executive Lisa Carey has written to ALP president Hutch Hussein saying that a women was needed to meet Labor's affirmative action targets in the upper house.

"Currently the ALP holds 14 seats in the Upper House, with five filled with women - 37.5 per cent.

"Clearly, this is below the minimum target of 40 per cent and therefore the vacancy must be filled by a woman under the ALP Victorian branch rules," Ms Carey wrote.

The group has no candidate but Ms Carey said "there are many fabulous women that could fill this vacancy".

Ms Garrett said the Left was already meeting its affirmative action quotas.

"We have many excellent women representing the northern region, its hardly a boys' club up there," Ms Garrett said.

"Mark would be great but ultimately the preselection is a matter for the party."
