The Ballarat Magistrates' Court on Tuesday heard Matthew Porter was seen driving quickly as he traveled towards the Rubicon and Talbot Street intersection on February 18 where he crashed into and flipped a ute.
Porter and a passenger fled the scene, with a short foot chase following.
The court heard Porter jumped a number of fences and was arrested a short distance away in Latrobe Street.
Porter was on bail at the time with conditions not to drive.
The court also heard Porter was intercepted on January 3 driving unlicensed in a car with incorrect plates.
He was also intercepted driving unlicensed on December 10 in a car with no plates.
He was caught again on May 22 last year in an unregistered car with no plates and on May 12, 2016 in a car with two different plates. On one of the occasions 0.26 grams of ice was found inside his car.
Porter's lawyer, Naomi Smith, said her client found his life had spiraled out of control towards the end of 2015.
She said while Porter had a strong work history before his life derailed, the drug ice and homelessness played a significant role in his offending.
Ms Smith said Porter no longer had the unregistered car and was now motivated more than ever to get off drugs and reunite with his family.
She submitted a treatment focused community corrections order would be a suitable sentencing option in addressing rehabilitation.
The 35-year-old man was jailed for 46 days for possessing the ice, fined $750 for careless driving and placed on a community corrections order (CCO) with conditions to undergo treatment for drugs over the next 18 months for the remaining 20 charges.
