Presented at Sunday night’s Scobie Breasley Medal function in Melbourne, Allen, who works for Darren Weir, collected 12 votes to win the award by one vote from Richard Cully.
Tommy Corrigan Medal votes are handed out by stewards across all jumps races in Victoria and South Australia during the season.
Meanwhile, up-and-coming Ballarat trainer Archie Alexander collected the Colin Alderson Rising Star award for his efforts throughout the 2016-17 campaign.
The highlight of the night was Craig Williams’ fifth Scobie Breasley Medal.
Williams, who won the group 1 Memsie Stakes on Saturday, collected the state’s most prestigious individual award for jockeys ahead of runner-up Damian Lane and third-placed Damien Oliver.
