The body of Mr Goodwin, who was in his late 30s, was found on Sunday night at Tyabb, about an hour south-east of Melbourne, and about five kilometres from his Hastings home.

"No worldly tribute will offer comfort or peace or respect for my brother, only Jesus Christ our lord and saviour can," his twin brother said.

Homicide Squad detectives have so far remained tight-lipped about Mr Goodwin's cause of death. His body was found on a 29-acre property on the Dandenong-Hastings road.

A black glove left lying on the ground was collected by forensic investigators while detectives also reportedly examined a metal fence with a padlocked gate.

"The exact circumstances surrounding the death are yet to be determined but detectives are treating it as suspicious," police spokeswoman Belinda Batty said on Monday.

Friend Joanne Davey paid tribute to Mr Goodwin on Facebook, writing that she was "blessed and lucky" to have met him.

"I will never forget you standing up for me in Frankston ... you really were one of a kind I pray they find who took your life jadey and when they do I pray justice is done," she wrote.

Another, who described herself as a close friend, said Mr Goodwin was "a loving father, great friend and no one deserved to have anything like that happen to them".

Locals said the property had been vacant for about a year and in that time had become "a dumping ground".

Neighbour Bruce Thompson said he had previously reported "dodgy stuff" happening at the property to police.

"It's become a dumping ground, and rubbish and cars have been dumped there," he told ABC News.

"There's comings and goings, you just don't know about. You don't ask questions.

"Obviously some dodgy stuff has gone on. I've reported it to the police and they said they'd keep an eye on it."

Mr Thompson has lived across the road from the property for 18 years. He said he did not feel safe.

"There's been a lock on the property and it's been cut ??? many times. [It] seems that people are determined to dump stuff in there," he told the ABC.

"It's been funny ??? it's just been a bit strange."

The property, known as Alden Park, is currently listed for sale.
