New coach David Wessels, who led Western Force last season, will oversee the camp, which begins with a training session at St Patrick’s College on Thursday.
Rebels media manager Chris Gottaas said despite the temperature being forecast for the high 30s, training was planned for 2pm.
He said the full squad of 40-plus would make the trip to Ballarat, with the stay lasting until Saturday morning.
The Rebels have recruited vigorously, with Australian Wallabies Will Genia and Adam Coleman among newcomers. Genia arrives with 111 Super Rugby appearances and 88 Test caps, while Coleman played 20 Tests.
The Rebels are just two weeks away from the first of three pre-season fixtures.
Melbourne then kicks off its Super League season against the Queensland Reds in Melbourne on Friday, February 23.
