He polled 12 votes - one more than Ballan's Jack McGregor at the BCA junior presentation night at Alfredton on Monday.
Max Riding, of Ballarat-Redan, was another vote away in third place in a tight count.
Miller-Schmetzer made 277 runs in eight innings in the home and away season for an average of 46.
He had a highest score of 62 among three half centuries.
The Hawk took 12 wickets.
In other close votes, Tarkyn Balzan (North Ballarat) won the 16/under reserves and Will Johnson (Darley) the 14/under seniors by one vote.
Luke Arvidson (VRI Delacombe) was the only clear cut winner, with a six-vote cushion.
Balzen made 493 runs and with not outs finished with an average of 103.
