Mr Purcell was recognised for his services to emergency service organisations, having been the SES Bacchus Marsh finance and communications officer and principal emergency response duty officer since 2004. He has also been the fundraising co-ordinator since 2007 and a volunteer since 1998.
Mr Purcell has also previously volunteered with the Warracknabeal and Nhill SES units.
From 1992 to 2005, he was the Victoria Emergency Service Association management committee secretary and mid-west regional representative. He has also been a CFA volunteer for many years and the Winiam Nhill Fire Brigade communications officer.
