THE six Ballarat City councillors who will review chief executive officer Anthony Schinck’s performance have been provisionally chosen.

If given approval at tomorrow night’s council meeting, the CEO performance review committee will include mayor John Burt, deputy mayor Samantha McIntosh, Vicki Coltman, Peter Innes, Des Hudson and John Philips. Under section 86 of the Local Government Act 1989, the committee must review Mr Schinck’s salary and performance at least annually.
It can also recommend any CEO wage adjustments, negotiate new contracts and develop key performance indicators. In Ballarat, the committee must meet at least three times a year and at least once every six months.
The council’s executive manager of organisation services and development Garry Davis will assist the committee, which will prepare reports for the whole council. These reports must be heard behind closed doors for commercial-in-confidence reasons, with Mr Davis the only council officer allowed to be present.
Cr Burt must preside over the meetings, or in his absence Cr McIntosh, and all committee members will have voting rights.
The tenure of all members will be reviewed annually.
Mr Schinck can only be engaged under a fixed-term contract with a maximum term of five years.
Councillor representation on several other committees will also be finalised tomorrow night.
It has been proposed councillors Joshua Morris, Vicki Coltman and John Burt form the growth and development portfolio, councillors Amy Johnson, Samantha McIntosh and Peter Innes join the destination and economy portfolio and councillors John Philips, Des Hudson and Belinda Coates take on the people and communities portfolio.
It is recommended that councillors Burt, Coates and Coltman join the audit advisory committee, councillors Morris, Coltman and Burt form the contracts committee and councillors Coates, Philips, Johnson and Hudson make up the community impact committee.
