The man stores the boat at a commercial Cashmore Road property and uses it during holidays.
Victoria Police media said it was believed the boat was stolen from outside the property overnight Tuesday.
The property was also burgled sometime between last Saturday and Monday.
The boat is described as a 6.2 metre fibreglass half cab with a 150hp Saltwater mercury motor.
It was on a stainless steel trailer locked inside the fence, with the trailer hitch facing a locked truck and gas tank.
The offenders have used bolt cutters to cut chains padlocked to the gate and appear to have moved the boat by hand, swinging it around to attach it to a vehicle.
Portland police, investigating the theft, have released an image of the boat. Anyone with any information can contact Crime Stoppers on 1800 333 000.
