The banning did not have any significant impact on the game - the Bulls were well in control against Coronet City, deep in the first innings of the Ballarat Cricket Association club firsts game at Western Oval.
But it did mean teammate Matt Hyden had to step in to finish the over with one ball. Hyden bowled a dot ball.
Bulls captain Jason Knowles said umpires simply ruled Banwell out of bowling for the rest of the day and he would be free to resume playing in the Bulls' finals campaign, which starts next week against Wendouree.
But Knowles might want to think twice about letting the left-arm, medium pacer take up the ball again.
It is a rare ruling, but came into play on the international stage earlier this week when Pakistani left-arm spinner Abdur Rehman was barred from bowling in the Asia Cup match against Bangladesh before he had delivered a legal ball.
Rehman was brought on in the 11th over and delivered three consecutive full tosses above the waist, forcing umpire Johan Cloete to take him off under ICC rules for one-day internationals.
Banwell's poor bowling came in his third over and the tosses were not consecutive - he captured a wicket in the over but also conceded 18 runs, finishing with 1-28 off 2.5 overs.
The Bulls posted a 301-run win against Coronet City in the final round's play.

Needing an outright as the key to playing finals, the Roosters had four wickets left to make 18 runs to win the first innings.
They lost their last four wickets for 11 runs. Three wickets were claimed by Red Caps' skipper David Ellis.
Last week's hero, youngster Ash McCafferty who bowled 6-5, was dismissed on the second ball of play.

Napoleons-Sebastopol fine-tuned its bowling attack for finals by making light work of East Ballarat to chalk up a 50-run victory.
Wickets were shared among the Naps-Sebas attack, led by Carman Mapatuna's 3-31 to wipe out the Hawks' lower order.
Brendan Thomson, Liam Rigby and Justin Ringin picked up two wickets apiece while Luke Corden took one wicket and two catches.
Carl Haseloff (47 runs) anchored the Hawks' innings strong while Brad Whittaker (34) and Nick Waldie (37) helped bolster the middle order.
