A 33-year-old Ballarat man and a 23-year-old Ballarat man were arrested after police swarmed on four residential addresses in Ballarat from 8am.
Both men have been charged on summons with transmit child exploitation material and access child exploitation material.
Police said a number of items and equipment were seized in the raids.
The men were arrested following a series of warrants related to a two-month investigation into online child exploitation material.
The investigation was carried out by members of the Ballarat Sexual Offences and Child Exploitation Investigation Team (SOCIT), Taskforce Astraea and E-Crime.
