The Save Civic Hall group will recognise the milestone by hosting a fund-raising film screening at the Regent Cinema.
Youth ambassador Peter Fletcher said money raised from the night could be used to fund any future Victorian Civil and Administrative Tribunal (VCAT) hearing to help save the building.
“The funds would go towards a potential fight that could happen with the City of Ballarat,” Mr Fletcher said.
City of Ballarat has not withdrawn its application for demolition of the Civic Hall and surrounding buildings on the Mair Street site.
More than 3000 formal objections have been made to the proposed demolition.
The council and Save Civic Hall decided in June that more extensive community consultation was required to determine the views of the
public on what should be done with the building as well as the site.
Mr Fletcher said he was not sure how many people would turn up to the birthday event, let alone how much money would be raised.
Mr Fletcher said if a VCAT challenge did not eventuate, funds raised would go towards the restoration of the Civic Hall.
A one-off screening of The Hundred Foot Journey, starring Helen Mirren, will be held on Sunday, August 20, at 6.30pm.
Tickets cost $15.
