The planning application, approved by council last October 16 under delegation, will see a detached pergola built over the road reserve.
The design will complement the adjacent 1925 George Tonner memorial.
City of Ballarat general manager city strategy Natalie Reiter said the new application differed from the structure refused by council last year.
“The design which was approved is detached, uses a combination of steel with hardwood columns and a combination of timber roofing with a louvre system which enables the roof to be open or closed depending on the weather,” Ms Reiter said.
Lake View Hotel director Brett Quinlan said the new area would be completed in time for the first day of spring.
