GUIDELINES provided to the City of Ballarat recommend mayor Josh Morris take a leave of absence from his position if he is nominated as a candidate for the state election.

Cr Morris has been preselected as a Liberal Party candidate for an upper house seat in Western Victoria.
It is expected he will be officially nominated closer to the election on November 29.
While the Municipal Association of Victoria recommendations are not law, they do provide guidance for local councils on dealing with these situations.
The guidelines state a councillor should "should apply for leave of absence from the council and this leave of absence should commence no later than the date of their nomination as a candidate".
The guidelines also state the councillor should not attend any meetings of the council or otherwise act as a councillor.
Cr Morris is expected to speak to The Courier about his jump to state politics on Tuesday afternoon.
