Stawell Police pulled over a vehicle in a routine check on the Western Highway at Stawell and found a man and woman allegedly in possession of the drug ice.
After a search of the vehicle, just before 2am, police found the drugs and also a quantity of cash.
While processing the 39-year-old man and 32-year-old woman, both from Horsham, police intercepted a phone call to the pair which lead to the arrest of a second pair in Ballarat.
A 39-year-old Meadow Heights man and a 31-year-old Melbourne woman were arrested after their vehicle was pulled over by Ballarat police.
The pair were interviewed in relation to drug offences and are likely to be charged on summons.
The Horsham man was charged with possess and use a drug of dependence and proceeds of crime and is due to appear in Horsham Magistrates court on April 21.
The Horsham woman will be charged on summons with possess and use a drug of dependence.
