Agriculture Minister Jaala Pulford made the announcement on Thursday at Mount Langi Ghiran Winery.
“We have a wonderful wine industry, but there are great opportunities to grow exports and tourism, grow cellar door visits and variety and scale of our product,” she said.
“People talk about low-hanging fruit, and anyone who has ever been talked into picking grapes at a vineyard would know about low-hanging fruit and with this there are some fabulous opportunities to work with our wine producers.
“They are an innovative and exciting group with beautiful products.”
Ms Pulford said a ministerial advisory group would be established in addition to the development of the strategy.
A wine industry trade mission will also take place in Victoria in late May.
