Ballarat Health Services will release a draft report into an alleged culture of workplace bullying and harassment within the next two weeks.

BHS acting chief executive officer Andrew Kinnersly said the board was currently analysing the report’s findings.
“We’ve received the report and we’re working through it now,” Mr Kinnersly said.
“Details with regards to key findings and agreed actions will be made available once the report is finalised.”
The draft report was completed by Sarah Rey, who is the managing partner of legal firm Justitia and who specialises in human resources law, employment and discrimination advice and litigation, workplace legal training, and employee misconduct and bullying investigations.
The Health Department ordered the review after numerous complaints about a toxic workplace culture at BHS were revealed in a series of articles by The Courier late last year.
A damning report into bullying within the Youth Mental Health Service team was released in January, while the Rey report focuses across the entire BHS organisation.
The Rey review, begun in February, was open to staff who worked for the health service from as far back as January 2013.
Ms Rey interviewed current and former staff, analysed bullying and harassment policies and examined BHS culture and engagement surveys held over the past three years, many of which had poor results.
Mr Kinnersly said he has been adamant throughout the process that BHS was committed to enacting real cultural change.
