The court order issued last month required the dog breeders pay $20,552 a month with the first payment due on August 1.
The RSPCA said in a statement they would now look to rehouse the dogs, which have been in the organisation’s care since early 2016.
McCoy and Murphy are facing 40 criminal charges for alleged offences under the Prevention of Cruelty to Animals Act.
The charges, relating to housing and general health issues, were issued by RSPCA Victoria in January after a lengthy investigation by the RSPCA’s Special Investigations Unit and the City of Ballarat into an alleged dog breeding establishment.

However, a court ordered last month they must reimburse the RSPCA more than $20,000 per month for the ongoing care of the dogs in the meantime.
The pair have 66 dogs currently in the care of the RSPCA after they were seized in April, 2016.
At the cost of $10.38 per dog per day, caring for the dogs costs a total of $20,552 for the RSPCA.
McCoy and Murphy were ordered to make their first payment on August 1.
The pair will front court again on August 29, when their criminal charges hearing will continue.
