Officers said the man, who could have a “permanent physical impairment” on one arm, was involved in the collision in Smythes Creek on March 26.
It’s believed his white 4WD utility crashed at the intersection of Bells Road and the Glenelg Highway about 5.30pm.
The utility had a winch, a big bull bar and dog cages on the rear along with green P plates.
“(It was) possibly a Toyota Hilux,” officers said.
The driver was described as a man in his late teens or early 20s.
Police called on anyone who saw the crash to come forward.
