Cr Coates will lodge a notice of motion at the May ordinary council meeting, calling for livestreaming of all meetings open to the public.
Central ward councillor Belinda Coates said now is the right time, with technology now cheap and the successful uptake by other Victorian councils.
“In a small space of time, the technology has improved so much and become affordable,” she said.
"The experience for councils that it does actually raise the bar and improve the professionalism of councillors.
“It will improve transparency and opportunity for people to have access to the full scope of debate and discussion.”
City of Stonnington, City of Monash and Frankston City Council are among the municipalities already livestreaming their meetings.
If approved by council, the change would be implemented “as soon as practicable” according to the notice of motion.
It is not yet known what platform the meetings would be streamed on, but Cr Coates said while “Facebook does have a broad reach these days, but we wouldn’t want to make it exclusive to that” as not everyone is on the social media site.
When it comes to transparency, City of Ballarat ranked among the worst in the state for making decisions behind closed doors in 2016-17, according to the Know Your Council website.
Fifteen per cent of council votes were taken “in-camera”, with the public and media unable to be in the room.
The average for similar councils was 9.28 per cent.
