Dick is wanted in relation to the murder of his brother David in Doncaster on Feburary 3 last year.
A warrant was issued for his arrest last year, but he remains on the run and is one of the most wanted fugitives in the country.
He is described as being perceived to be of Caucasian appearance, about 176cm tall with a solid build and mousey brown hair.
Police would also like to speak to him as part of the ongoing investigation into an assault in Keilor in August.
A 38-year-old man was assaulted with a hammer in a residential driveway on Church Street just before 7am on 23 August.
He sustained a minor laceration to the back of his head and was taken to hospital with non-life threatening injuries. Jonathan is a suspect in that matter.
Officer in charge of the Homicide Squad, Detective Inspector Tim Day, said he was hopeful the reward would encourage more people to keep a look out for Jonathan.
“It’s our belief that over the past year, Jonathan has essentially been hiding in plain sight,” Det Insp Day said.
“His movements over the past 18 months are a mystery and we require the public’s help.
“The recent footage of him (from Keilor) shows that he is clean shaven, has not lost a significant amount of weight and is wearing clean clothes. On that basis we suspect he is not sleeping rough and may have access to stable lodging and funds.
“We obviously want to know where he is staying, where he is staying, where he is buying his food and how he’s getting around.
“This is not a man who stands out and is probably taking care to ensure he doesn’t stand out, but he will have to come into contact with members of the public at various times and it is crucial that the community are our eyes and ears.
“We are urging people to keep a look out for him in their local area and if they do see him, to call triple zero immediately.”
Det Insp Day said there was nothing at this stage to indicate that Jonathan was a risk to the wider community.
“What we do know is that the two incidents he has been involved in involved people who were known to him,” he said.
“We do not have any evidence at this stage that he has been involved in any other incidents.
“However, that said, we are asking the public not to approach him if they do see him and to call triple zero if they sight him.”
Police have also today released new vision and an image of Dick, filmed at a friend’s wedding in 2007.
This vision is released in a bid for the community to hear his voice and see his mannerisms.
Police also recently released images of two tattoos Jonathan has on his lower body.
The first tattoo is a Wolverine v Sabre-tooth tattoo on his right thigh extending to his knee, while the second depicts the character the Incredible Hulk tattoo and is believed to be on his left calf.
Investigators have also released footage of Jonathan leaving the scene at Keilor, along with a computer generated image which shows how Jonathan is likely to look at the moment with longer hair.
He is described as being perceived to be of Caucasian appearance, about 176cm tall with a solid build and mousy brown hair.
Police are appealing for Jonathan to hand himself in and urge anyone who sights Jonathan not to approach him but to call triple zero (000) immediately.
They are urging anyone with information to contact police via Crimestoppers on 1800 333 000 or submit a confidential report online at www.crimestoppersvic.com.au
