He is making the move to the Swans with Steven Patterson, who he has played alongside at Gordon and Carisbrook.
Munari has been recruited as a key forward.
He spent the one year with Carisbrook – kicking 105 goals in 19 matches in a premiership campaign.
Munari kicked 52 goals for Gordon in 2017.
A 2015 CHFL grand final player for Gordon with Munari, Patterson has been at Carisbrook for two seasons.
Newly appointed Ballarat assistant coach Andrew Hooper said Munari and Patterson were eager to test themselves at the higher level.
“They’re keen for the challenge.”
The arrival of Munari and Patterson helps offset the loss of Mitch Bowman (travelling) and Jack Sutherland, who has gone to Dunnstown. Bowman switched from Bungaree last season.
