Police located the anti-speed measuring device after they pulled Glen Gamble over in Delacombe on March 30 at 11.47am.
Checks revealed Gamble’s learner’s permit was cancelled, he was driving without an experienced driver and he did not have L-plates displayed.
Representing himself at the Ballarat Magistrates Court on Friday, Gamble said the anti-speed measuring device was a novelty and it was not plugged in.
A radar detector is an electronic device used by motorists to detect if their speed is being monitored by police.
They are illegal in all states except Western Australia.
Magistrate Bob Kumar fined Gamble $1500, with conviction, and said it was appropriate he not lose his driver’s licence.
Mr Kumar ordered the radar detector to be destroyed.
Gamble, of Ballarat, pleaded guilty to four charges including driving without L-plates and an experienced driver.
