The cars crashed on Reservoir Crescent about 7.15pm with ambulance crews on the scene attended to patients.
The woman is understood to be the only person injured.
Meanwhile, Ballarat Police have been called out to a possible hit-and-run near C. E Brown Reserve in Wendouree.
It is understood a car has run into another car with the driver of the offending vehicle driving west along Poplar Street.
A witness gave chase, but was unable to see the numberplate of the wanted vehicle.
Emergency services have also closed off an area near the corner of Macarthur and Ligar streets in Soldiers Hill after the discovery of a sink hole in the road.
No water is believed to have leaked from the hole with crews working to uncover what has caused it to appear.
