Lukich (Waubra) and Powell (Rokewood-Corindhap) each received three votes in the club-based award on Saturday.
They are on nine votes with Springbank's Bill Driscoll after four rounds.
For the first time this season Driscoll did not figure in the votes.
The trio is just one vote head of Darren Tanti (Ballan), James Pratt (Learmonth) and Joel Antonio (Creswick).
Tanti and Antonio were each considered their team's best to received maximum votes, while Tanti picked up two.
