Last year, the Arch of Victory/Avenue of Honour Committee which looks after it found about 100 floral tributes left at the statue on Mother's Day - this year, the committee has decided to hold a proper service, for anyone who finds the day a difficult time.
"It would seem that a number of families, perhaps with mothers or grandmothers who aren't in Ballarat, are choosing the Grieving Mother to remember all mothers," committee president Garry Snowden said.
"We hope the service fills a space for people who are looking for something like that."
The short service, which will begin at 2pm, will feature students reciting poetry, and will not include anything to do with the military.
"It's about women and mothers," Mr Snowden said.
"It won't be a long or elaborate service, but it will include a couple of poignant readings, after which attendees will be welcome to place some flowers at the base of the statue.
"It was wonderful to see some beautiful wreaths left there, but it was also great to see many children with a small bunch of flowers from their home garden.
"It's not what the tribute is that is important, it is what it means to those who left it there."
However, anyone who wishes to leave a tribute at any point of the day will be welcome to do so.
The statue sits in the Garden of the Grieving Mother, adjacent to a wall with the names of Ballarat soldiers who never returned at the beginning of the Avenue of Honour, and was opened in 2017.
Sculpted by Peter Corlett, it was inspired by the letters from soldiers to their mothers back home, and the 42 pairs of brothers killed in World War 1.
The only other memorial of its kind is in Geraldton, Western Australia.
