The Highlanders got out to a fast start, jumping out to a 21-5 lead at half time.
The second half was a different story as Bendigo came out firing, trimming the lead to two-points with only minutes remaining. A late Bendigo penalty goal gave them a 22-21 lead which they would hold onto until the final whistle.
Ballarat coach Karl Thin confidence issues ultimately cost the Highlanders the win.
"Towards the end of the game some of the boys just dropped their heads and lost belief that we could get the result," he said.
The Highlanders will look to get back to their winning ways as they travel to take on Maroondah on Saturday afternoon.
