For Treweek it was a welcome change of fortune after second places in the lap of the lake, Wal Brown and Charles Suffren on last year's BRAC winter calendar.
Treweek led the 8km event from start to finish, clearing away in the last 3km to be 10 seconds clear of Rhiannon White (Eureka) in 34:49. Alex Bull (Melbourne Uni) was third.
Hartigan (Harriers) put his injuries behind him with a strong display over the 8km - surging over the many challenging hills on the Pax Hill course to hold off YCW's Jamie Huggett by 17 seconds in 29:00.
Wendouree under-18 runner James Ham produced one of the runs of the day to win his age group and claim third overall.
BRAC competitors now steer their attention to the lap of lake at Lake Wendouree later this month.
