Daniel Quinlan, 27, was sentenced by magistrate Ron Saines in the Ballarat Magistrates Court in February to the jail term, which included a non-parole period of 28 months.
Quinlan pleaded guilty to 36 charges in January, with the majority of offences relating to a crime spree over two weeks in July when he was high on the drug ice.
The Director of Public Prosecutions is appealing on the basis the overall total effective sentence was inadequate.
Quinlan, a father of two, and co-accused Ross Fish targeted four car wash facilities in Delacombe, Mount Clear and Wendouree over two hours on July 11.
The rampage caused $17,000 damage to Ballarat businesses while under $5000 cash was stolen, to which the magistrate did not make any compensation orders.
Two weeks later on July 24 at Delacombe, police spotted Quinlan and Ross leaving Redan Motors after a burglary when Quinlan drove his silver Commodore wagon directly at a police officer who had to take evasive action.
Quinlan then drove at an unmarked police vehicle.
Crown prosecutor Peter Triandos told the County Court at Ballarat on Friday the prosecution say the offending was planned.
"The reason this is an aggravated offence is because the offence has been committed in circumstances where the accused is seeking to avoid detection by the police situation, in relation to committing other indictable offences," Mr Triandos said.
Defence barrister John Kelly SC submitted it was inappropriate for the sentences to be aggravated.
Fish, who was not charged with driving at the police officers, was sentenced to 20 months in jail.
The appeal will continue before Judge Frank Saccardo on Tuesday where he is expected to deliver his sentence.
