This gives him 22 after nine rounds and puts him one ahead of Sunbury's Alik Magin.
Hoy has polled in six of Redan's eight games, being pivotal in the Lions' rise top the top of the ladder.
Hoy is in his fourth full-time season with the Redan after spending six years with North Ballarat Roosters in the VFL.
The defender turned midfielder then initially adopted Redan as his club in 2015 while still playing in the VFL, playing one game.
Just five votes, the tally awarded for best-on-ground, separate seven players.
Hoy's teammates Orren Stephenson and Lachie George are among them.
The injured Stephenson (groin) is third on 19, while George has climbed to equal fourth on 17 after receiving four votes for a six-goal performance.
