The Swans brought up their first win of the season with a 15-point upset over Melton at Alfredron on Saturday.
On a day when inclement weather made scoring difficult, Ballarat kept Melton to one goal after quarter time.
Swans coach Joe Carmody said producing four consistent quarters - something he had been seeking all year - had been the key.
For Melton, it is the second time it has fallen to lower-ranked side at a Ballarat venue this season, having also lost to Lake Wendouree.
The Bloods have now slipped to fifth position and anything but safe in the top six.
Ballarat moves off the bottom in another of several ladder moves.
The biggest came at the top, with Darley asserting its authority to send Redan tumbling from the top to third.
Redan was no match for the Devils at Darley Park - losing by 43 points.
With former Carlton player Nick Graham on fire, Darley put the match away in the second term with 4.6 while keeping the Lions goalless.
East Point, which is now on top, Darley and Redan are each of seven wins - two games clear of Sebastopol, Melton and Sunbury.
Sunbury climbed into sixth position after holding on by one point from a charging Burra.
Sunbury only managed two goals, but it was enough at Clarke Oval.
Sebastopol was goalless until the last quarter, but three majors were not quite enough.
East Point out-lasted Bacchus Marsh in a slog at the Eastern Oval.
The Kangaroos were simply too disciplined defensively in a game which eash side had an even spread of possessions.
Bacchus Marsh simply could not find an avenue to goal, with its only six-pointer coming in the last quarter when the match was out of reach.
North Ballarat City kicked the sweep in an 85-point win over Melton South at Mars Stadium.
