Baker and Allan are key figures on a specially formed sub-committee which meets for the first time as an entity on Wednesday night.
The group also features BFL board executive director Adrian Bettio, who's porfolio covers the inter-league program, and senior head coach Chris Stuhldreier and members of his coaching panel.
The review was prompted by a thrashing at the hands of the Hampden league in the AFL Victoria Community Championship at Mars Stadium in May. With the BFL unable to convince a significant number of its leading players to take part, Hampden won by 74 points
Baker said immediately after the game that a review would be launched - focusing on why so many of the BFL's best chose not to play and what it would take to reverse this trend.
BFL operations manager Shane Anwyl said the sub-committee's first task would be to set the parameters for the review.
Anwyl said the process would cover all aspects of the program, including the selection process and training.
He said feedback from players would be integral.
Anwyl said the board had already discussed the future of inter-league with club presidents at a regular meeting.
He saidi the open discussion backed the BFL's continued involved in the championships, with remaining committed to representative football not in question.
