The accident occurred about 5.30pm in dark, rainy conditions on Sutton St, south of Rubicon Street, near a school crossing.
Southbound traffic was diverted at the roundabout while northbound traffic was directed in to the service lane to pass the accident scene.
An Ambulance Victoria spoksesperson said the cyclist had been assessed at the scene for a suspected arm injury and taken to Ballarat Hospital.
