They have been named in a 14-strong squad, which includes eight players from last season's squad.
Roscholler is among them, having become a regular member of the side.
This is the fourth season has been selected to wear the Big V.
Miller is in his first season back with Wendouree and will provide enormous experience, having represented ACT Comets in the Cricket Australia Futures League, and played Sheffield Shield and one-day matches for South Australia.
Miller also played for the Prime Minister's X against England in 2011.
Miller represented Vic Country in 2008-09 when last with the Red Caps in the Ballarat Cricket Association and was named joint best player of the carnival.
Roscholler has made 319 runs averaging 63.8.
Miller is averaging 38 with an aggregate of 190, and has tken four wickets at 22.5.
Victorian Sheffield Shield and one-day series selector Mark Ridgway is coaching Vic Country.
He said the inclusion of Miller would strengthen the middle order.
Victorian Country Cricket League chairman of selectors Rob McIntyre said there had been a focus on targeting players who could fill specific areas to improve on last season.
He said the addition of top-order batsmen combined to seasoned existing team members such as Roscholler would hopefully see Victoria go one better than last season when runner-up.
Ben Boyd (Warrnambool) is captain for a sixth straight year and Lee Stockdale (Traralgon) vice-captain.
