He rode to victory in the paracycling men's C2 category time trial.
Ashby averaged 31.6kmh over the 23.75km circuit.
Paracycling time trials continue on Thursday - leading into Friday's criteriums in Sturt Street in the Ballarat central business district.
Meanwhile, Bendigo's Patrick Eddy completed back-to-back wins in the under-19 men's time trial.
Eddy, who also took out last year's under-19 road race, spaced his rivals with silver medallist Alastair Mackellar (Sunshine Coast) 58.5 seconds back.
Hometown rider Jesse Norton - the reigning national under-19 criterium titleholder - finished fourth, 26.1 seconds out of the medals.
Alyssa Polites (Carnegie Caulfiled) claimed gold in the under-19 women's time trial. She edged out defending champion Francesca Sewell (Gold Coast).
