Miners and Rush will make their first appearances at their new home, Ballarat Sports and Events Centre, against regional rival Albury-Wodonga on Saturday, May 2.
Ballarat opens the season on the road against Ringwood on Sunday, April 19, and then has back-to-back assignments in Tasmania on Friday, April 24, and Saturday, April 25.
All 19 Miners and Rush fixtures will be played as doubleheaders, with 10 games at home.
Rush will play new women's conference team Mt Gambier for the first time on Saturday, May 23.
NBL1 will in its second season have south and north conferences after reaching an agreement with Basketball Queensland.
NBL1 North replaces the Queensland Basketball League.
