The Mounties were beaten by Castlemaine and District Cricket Association side Muckleford, which has now progressed to next weekend's division one grand final.
Muckleford batted first and reached 7-135, with Hadley Basset top scoring on 44.
Mt Clear then set about chasing down the target, but could only reach 8-122.
Jacob Smith led the way with 34, while Jarrod Burns managed 19 and .
With the ball, Jack Jeffrey claimed 3-30 for the Ballarat Cricket Association side, while teammate Steve Nicholson finished with figures of 2-9.
In Sunday's other semi-final, Gisborne (Gisborne DCA) came up against St Andrews (Grampians CA).
Gisborne batted first and made an outstanding total of 3-205 off its 20 overs.
Notable performances were from Jarryd Vernon (89 not out) and Michael Allen (73).
St Andrews managed 4-147 in reply with Riley Taylor (32 not out) the best of the batsmen.
Next Monday the men's and women's grand finals will take place, kicking off at 12noon.
The women's division decider is between Ballarat Women's CC and Sunbury CC and will be played before the men's encounter between Gisborne and Muckleford.
