The Ballarat 22-year-old took out the third stage in a sprint finish on Tuesday.
For White it was a case of deja vu, having claimed the same stage in the tour last year.
He edged out opening stage winner Eric Young (United States), with Jaume Sureda (Spain) third after three hours, 40 minutes, 59 seconds in the 156.6km stage.
He followed up a seventh in stage one and 10th in stage two and now sits third in the general classification - 12 seconds behind leader Ryan Cavanagh (Australia).
White is also third in the points classification.
White has had to endure a much tougher start to the year than 2019, when in the early months he took out the national under-23 road race championship, Melbourne to Warrnambool and Fred Icke one-day road races, and impressed in the Tour Down Under and Herald Sun Tour.
He struggled with illness in this year's TDU and crashed out of the Herald Sun Tour when he suffered a punctured lung and cracked rib.
The fourth stage in the five-stage Tour of Taiwan on Wednesday is over 174.3km.
