Roscholler was a model of consistency for the Red Caps, scoring over 50 runs on seven occasions throughout the year.
He saved his best for a round five clash with Ballarat-Redan, producing a knock of 135 to lead his side to a memorable victory.
His first grade home and away campaign netted a total of 649 runs at an average close to 50 over 14 matches.
Meanwhile Burgess displayed all-around brilliance with bat and ball for the Two Swords, in what was a tough year for the club.
The Englishman came highly advertised out of Kent Cricket Club, and lived up to his billing at both ends of the pitch.
Playing every game for the club, he averaged 37 runs and took 32 wickets.
He spearheaded a late-season turnaround, which saw the club win four out of its last five games.
His showcased his best with a seven-wicket haul against Napoleon-Sebastopol in round 15 before making a century at the other end.
Roscholler was honored to join the list of great Ballarat cricketers to win the award.
WATCH IT UNFOLD
"More an honour than anything and very humbling," he said.
"I always knew Sam Burgess was going to poll well late and it wasn't until it was finally announced that it kicked in that I'd won too."
Burgess was unable to attend the event.
Brown Hill's Viraj Pushpakumara and Golden Point youngster Josh Pegg rounded out the top five with 14 votes each.
Both Burgess' and Roscholler's season ended abruptly in the 2019-20 season.
Burgess struggled to help the Two Swords off the bottom of the ladder, while Roscholler and the Red Caps fell three points short of finals in fifth place.
