Jason Neck said he had memory issues from an acquired brain injury during a bail application at the Ballarat Magistrates' Court this week, causing him to forget his court dates.

Magistrate Letizia Torres said she could not believe how he could attend court to support a friend on Monday, when he was arrested, but not for his own case.

The court heard Neck was arrested on Monday when he turned up to court to support a friend and security allegedly found two multi-tools with a knife and a folding knife in his bag.

Defence lawyer Hollie Lyons said Neck had been struggling with his memory since he acquired a brain injury after he was assaulted on public transport last year, and it turned out Monday was the wrong date for his friend's case too.

Police prosecutor Senior Constable Steve Repac said police opposed bail, because he was on a community corrections order and on bail when he committed the offence.

The court heard Neck had failed to appear at court previously and had 'little regard for court orders'.

He is also facing assault charges relating to a family gathering last year.

Ms Torres said she was satisfied Neck met the exceptional circumstances threshold for bail, but measures would have to be put in place to reduce the risk of him failing to appear at court.

Neck told the court he would use reminders on his phone and tell his housemate the court date, and he would be happy to report daily to police.

He said he had realised he was 'not the person he used to be' since he acquired the brain injury and would need help from others.

Ms Torres said the case had not been easy to decide.

"I am concerned about you not attending court," she said.

"You have told me you will put measures in place. I can not see you being re-bailed if you don't turn up next time."

Neck was granted bail, with conditions he report daily to police, contact Corrections Victoria to re-engage with his community corrections order via telephone and he is not to carry knives for any reason at any time.
