The progress in flattening the curve, however, is not an invitation to relax the measures, Premier Daniel Andrews told Nine's Today program on Monday.
About 7000 tests were done on the weekend.
The single new case brings Victoria's infection tally to 1329, while there are now nine confirmed cases in Ballarat.
But Mr Andrews doesn't anticipate an end to the current social distancing laws and partial lockdown.
"No-one is enjoying not being able to do the things they love, being locked at home," he said.
"But there is a clear alternative. That's what we see in New York, where there are 800 people dying every day."
Victorians have been told they must "stay the course" with the coronavirus restrictions even though the number of fresh cases in the state has been modest.
Mr Andrews said there may be an important opportunity in four weeks' time to ease some restrictions where there is a low risk of transmission.
But he reiterated that classrooms would remain closed for the majority of schoolchildren.
A man in his 80s died of COVID-19 in a Victorian hospital on Sunday, marking the state's 15th death from the illness.
"Victoria is increasing its testing for COVID-19," Chief Health Officer Brett Sutton said.
"More testing means we get a clearer picture of how the virus is spreading and are able to take better steps to contain transmission."
"Everyone needs to comply with restrictions in place to keep yourself, your loved ones and the whole community safe," Mr Sutton said.
Since Saturday, police have conducted 535 spot checks and issued 65 fines.
