The Victorian premier has previously resisted pressure to ease COVID-19 restrictions early and his position did not change following the three-step announcement from Prime Minister Scott Morrison on Friday.
Instead, Mr Andrews has said he will make an announcement on Monday, although the rules won't necessarily be eased by then.

"Nothing changes today, nothing changes tomorrow, nothing changes Sunday," he said.
"On Monday I will have a series of announcements to make.
"Even at the end of next week, even at the end of May, there will still be rules in place.
"I know it's frustrating. Now is not the time to become so frustrated and so complacent that we do the wrong thing."
Under the Australia-wide three-step plan, each state will be adopting its own timeline as part of its lockdown exit strategy.
It is likely Victoria will be one of the more conservative states to ease conditions, given its COVID-19 caseload.
So, for this weekend anyway, life doesn't change for Victorians.
