Restrictions on people visiting friends and family will be eased at 11.59pm Tuesday night, but don't expect to be able to return to a playground or the library yet.

City of Ballarat mayor Ben Taylor said council is reviewing the latest changes to social distancing restrictions before council facilities are reopened.
In March, all City of Ballarat libraries, pools, sporting facilities, playgrounds, dog parks, galleries, and other buildings were closed to protect the public.
The state government's announcement that some movement will now be allowed, including up to five people gathering indoors, 10 people outdoors, as well as allowing hunting and fishing and more people at weddings and funerals, does not include reopening these civic buildings yet.
Cr Taylor said residents should not expect a lot of changes yet, though services like Meals on Wheels and child and maternal services will continue as they have been during lockdown.
"We came in very fast in relation to restrictions, but it's very slow coming back out," he said.
"I think for myself, and speaking to others in the community, we don't want to go back to these types of restrictions - if we start to ease, we want to continue on them, not ease a little bit and go back."
That means, for now, playgrounds, dog parks, skate parks, and sporting facilities will remain closed.
"Ovals have been available but just for families to run around and have a kick," he said.
"(The new rules) mean you can have 10 people doing social distancing, but when it comes to sports and organisations, that's up to those associations to work out what's best and taking advice from the department."
With playgrounds, and the new gym equipment installed around Lake Wendouree, the issue is sanitisation.
"At this stage the advice would be no, they wouldn't be open, because you'd have to sanitise and that would be very difficult to do," Cr Taylor said.
"We're reviewing all of those things, but based on the information we've got today, they wouldn't be open."
Buildings like libraries, the Art Gallery of Ballarat, Civic Hall, and Her Majesty's Theatre would remain closed to protect staff as well, he added.
Council's reception building at Town Hall will also remain closed, however residents can still phone to complete council business.
"A lot of the stuff has been able to get done, last month the amount of planning applications was in line with the year before, so we're still getting on with the work that needs to be done," he said.
The state government will review restrictions on May 31.
In a media release, Premier Daniel Andrews said visiting friends and relatives should be done cautiously.
"With more freedom comes more responsibility. I'm asking Victorians to use common sense - you should only spend time together if it's safe. And you should only be undertaking these activities if you really need to," he said.
