On Friday, the mayor Cr Ben Taylor confirmed a special council meeting would take place.
Discussions will occur behind closed doors at the meeting, which is scheduled for 6pm.
Cr Taylor said councillors were disappointed with the findings of the report, which looked in-depth into allegations of nepotism, and poor processes concerning CEO Justine Linley and the director of infrastructure and environment Terry Demeo.
Both Ms Linley and Mr Demeo are on leave while council considers a response.
"The community of Ballarat expects that people who are charged with looking after the interests of the city are doing so appropriately and this report has raised some serious allegations," Cr Taylor said.
"While we understand that people want us to make decisions quickly, it is important that we also ensure a fair and due process for everyone so we are working through the report and the process as quickly as we can while also ensuring we follow the appropriate processes.
"Our focus is on ensuring that we, as Councillors and the City of Ballarat, continue to deliver for the community of Ballarat and make Ballarat a better place."
The meeting is likely to focus on Ms Linley's position as CEO, which is the only role directly overseen and employed by council.
It is unclear if any further decisions or action are likely to be announced following the meeting.
Any actions taken in relation to the allegations against Mr Demeo are likely to fall to the acting CEO Neville Ivey, who was installed abruptly on Thursday morning when the Ombudsman's report was tabled in state parliament.
