In a statement released Tuesday, FV proposed a return date of June 28 for all community clubs, including juniors.
The decision might see clubs in the Ballarat District Soccer Association back on the field in just over a month's time.
Junior National Premier League clubs would start earlier under the proposal, with FV settling on a start date of June 20.
For Senior NPL clubs, such as Ballarat City however, FV is aiming for a start period of early July. It didn't specify a date.
"This continues to be worked through with the clubs as we understand the added complexities of re-starting professional and semi-professional clubs," the statement read.
